If your budget is limited then my suggestion would be to build a simple website and focus on bringing traffic. Once you get sales you can rework the site.
It goes without saying that it all depends on the website but most projects with us tend to take between 9 to 12 weeks.
We design everything tailored to your needs and so for an average website design it takes about 4-5 weeks, and then another 5-7 weeks of development time.
